Execution Project Engineer
Sarawak - MIRI

Responsibilities:
In general the Execution Project Engineer for the IR Project Team shall be expected to carry out as a minimum the following duties:-
Project Management
·         IR Project execution focal point for the respective facilities/campaign(s).
·         Ensure Design PE issue AFC package four (4) months before the campaign.
·         Issue AFC package to Execution Parties (ECS3 or MESK/MESB/Operation) for execution.
·         Provide execution budget phasing, Value of Work Done, Latest Estimate to the Project Engineering Team Leader.
·         Identify roadblocks and resolve if able, or elevate via line management.
Engineering
·         Provide constructability review and input during design development phase, as appropriate.
·         Ensure Vendor assistance, if required, is specified up-front in the Technical Requisition Package.
·         Establish project execution strategy during VAR1 review or design phase for his/her respective campaign(s) to be incorporated into the Integrated Activities Plan (IAP). Ensure the execution strategies are discussed and formalized with SSB Execution Parties.
·         Ensure construction isolation and reinstatement material (items not provided by CAT3 contractors only) are included by engineering group as part of the design MTO issuing for procurement. Engineering to provide draft isolation plan with marked up P&IDs for review and input by EPE before IFR.
 Planning Scheduling
·         Review IAP for all the projects in his/her respective campaign(s) and confirming the project schedules are realistic and achievable.
·         Ensure his/her respective campaign(s) are being planned, booked and optimized within SSB Integrated Barge Schedule (IBS) by the IR Planner.
·         Provide execution progress input for all the projects in his/her respective campaign(s) to the IR Planner to be updated on the EPCM Readiness Report and IAP.
·         Review fortnightly progress report issue by planning group. Ensure his / her project(s) key issues and concerns are timely addressed. Develop project specific recovery plan, if required to mitigate schedule slippage.
·         Explore potential opportunities to accelerate/advance future planned projects to maximize execution delivery.
Cost Control
·         Provide comments and challenge the IFC work-pack packages prepared by CAT 3 contractors with regards to man-hours estimated, resources, durations and shutdown requirements.
·         Ensure Purchase Order Proposal (POP) for execution is reviewed, challenged and issued to the CAT3 contractors prior to prefabrication and campaign commencement.
 Procurement Support
·         Ensure Design PE is driving the procurement activities for all the projects in his/her campaign(s) to achieve placement of PRs and POs in SAP to schedule. Conduct material readiness meeting with DPE and Procurement group.
·         Ensure Design PE is driving Technical Bid Evaluation (TBE) as per plan.
·         Liaise with Design PE (NDCR) and Procurement to ensure that all relevant Vendor documentations (drawings, certificates, operating and maintenance manual, etc) are delivered prior to execution.
·         Liaise with IR Procurement department to ensure all PO issued project materials are ordered, expedited and delivered at least one (1) month prior to the prefabrication or execution/campaign.
·         Coordinate with ECS3 group on the procurement of cost plus material.
HSSE/QA/QC
·         Ensure QC data packages prepared by the CAT 3 contractors are reviewed by IR QA/QC Advisor for completeness.    
·         Liaise with Design PE and IR QA/QC Advisor to ensure Vendor packages meeting the Inspection and Test Plan (ITP) requirements.
·         In managing HSSE, coordinate the preparation of SIMOPS/SSP document for his/her campaign(s). Provide details execution scope of work & planning information for the preparation of SIMOPS/SSP document to the document author/originator. Ensure SIMOP/SSP document is approved per plan.
·         Participate or coordinate IPOP, HAZID & MOPO sessions.
Execution Management
·         Prepare material load out list to be issued to Warehouse supervisor for load out to site.
·         Track and liaise with IR Procurement and Warehouse Matco to ensure materials delivery for onshore prefabrication and offshore work are as per plan.
·         Ensure ECS2 is involved right from design development phase for project that required commissioning.  Provide support to the commissioning team headed by ECS2, who is responsible for the setting up of the commissioning team, development of commissioning plan, adopting the right commissioning strategy and preparing commissioning and start-up procedures.
·         Liaise with ECS3 Campaign Leader, CSR and ECS2 to monitor offshore work progress and provide expeditious response to Site Technical Query (STQ). If design input is required, coordinate the response via Design PE.
·         Depending on the operational needs, the Execution PE may be required to be on site to provide technical support.
·         Engage and coordinate with IR NDCR (either via IR direct contract or existing SSB contract) the mobilization of the relevant vendors to support the offshore work.
·         Ensure all relevant documentations are delivered to ECS2 for site commissioning team and the operation.
·         Monitor weekly fabrication report and offshore daily progress report issued by Cat 3 contractors to ensure project timely completion. Addressed any issues and concerns raised by site.
·         Coordinate with ECS2 on the progress of the pre-commissioning and commissioning activities.
·         Ensure all surplus materials are returned to Labuan warehouse upon completion of campaign.
·         Upon completion of offshore work, obtain red-line mark-up drawings from ECS3 Campaign Leader and handover to Design PE for as-builting.
 Project Closed Out
·         Capture lesson learnt and share with the team.
·         Provide final documentation to Design PE for project Close Out.
Requirements:

Applicant must possess a recognized Degree in an Engineering Discipline with a minimum of 7 years of practical experience in design, fabrication and construction in heavy industry process engineering or a related industry. Applicant must have at least 5 years in the onshore and offshore oil and gas industry with 2 years in a Project Engineering role. The applicant shall be expected to carry out duties from Project Management, engineering, planning scheduling, cost control, procurement support, HSSE and Execution management of the project.
